Biography
Prof. Kai-Lung Hui was appointed Associate Provost (Academic Development) on 1 February 2026.
Professor Hui has long been a part of the HKUST community. After graduating with a PhD in Informative Systems from HKUST in 2000, Professor Hui started his academic career as Assistant Professor of Informative Systems in the National University of Singapore (NUS) and was then tenured and promoted to Associate Professor at NUS and the City University of Hong Kong. He returned to HKUST as Associate Professor (with substantiation) in 2008, was promoted to full Professor in 2013, and was conferred the Chair Professor title in 2017. Professor Hui is an outstanding scholar in the areas of privacy and security, fintech, IT policy, and electronic commerce. His research has been published in prestigious journals such as Information Systems Research (ISR), Management Science (MS), MIS Quarterly (MISQ), and Journal of Management Information Systems (JMIS). His recognition in the field is evidenced by his editorship in major IS journals, including his appointment as Senior Editor of ISR (2015-2022), and his current appointment as Senior Editor of Production and Operations Management (POM), Editorial Board Member of JMIS, and Department Editor of Business and Information Systems Engineering (BISE). He is a Fellow of the Association for Information Systems (AIS) and Distinguished Fellow of the INFORMS Information Systems Society.
Professor Hui is an experienced administrator with significant expertise in multiple roles at the Departmental, School, and University levels. When serving as the Acting Dean of Business and Management, Professor Hui has led the Business School in having successfully acquired a new hub in Admiralty, developed a China strategy team, recruited exceptional faculty in multiple departments, and established key collaborations for Family Business, AI, Cybersecurity, and Eurasian Business initiatives, and championed new executive educations programs and collaborations across multiple continents. In his previous role as the Head of ISOM, he has revamped the curriculum of the Information Systems Programs, founded a new Research Center on Business and Social Analytics to foster interdisciplinary research and industry collaborations, and introduced new courses to support various academic programs, aiming to enhance the learning experience of students and the quality of the programs. Under his leadership, the IS group has made the most significant teaching contributions to support program growths in the business school.
As the Associate Provost (Academic Development), Professor Hui’s key areas of responsibility include supporting the Provost in undertaking the comprehensive review and revision of the Academic Personnel Policy and Procedures Manual in consultation with the Schools/AIS and Departments/Divisions for academic excellence; and supporting the Provost on review, design and monitoring of the achievement of the KPIs under the KPI-based Budget Model to ensure accountability and effectiveness. In addition, he will work with the School/AIS Deans on improvement measures; advance University-level initiatives for future leadership and lifelong learning to promote academic innovation, interdisciplinary education, and professional growth; and enhance the social responsibility and community impact of HKUST by deepening its engagement with societal challenges and expand service-learning opportunities.
